Dr. Charles E. Payton
Vice-President and Chief Medical Officer
Dr. Charles E. Payton, MBA, a Board-Certified Family Medicine physician, joined EPIC Management, LP (EPIC) in 2010 as Vice-President and Chief Medical Officer. In his current role at EPIC, he is responsible for overseeing credentialing, quality management, utilization management, and process improvement initiatives.
His past appointments include serving as Chief Medical Officer for Health Net of California, La Vida Medical Group and IPA, and QueensCare in Los Angeles, Medical Director for PacifiCare of California and Secure Horizons, Chief Medical Executive and Medical Director for Huntington Medical Foundation in Pasadena, and Vice President and Medical Director for Blue Cross of California (Wellpoint). His role at Blue Cross included implementation of Medi-Cal Managed Care and development of physician groups and IPA networks. Prior to his medical management positions, Dr. Payton practiced and taught Family Medicine in California, Utah, Nevada and Washington for 17 years. He was a Founding Partner and Medical Director for Mid-Columbia Family Health Center in Washington as well as Santa Monica Family Health Associates Medical Group in California.
During his 13 years as a Family Medicine Residency Director, Dr. Payton was a residency accreditation consultant through the American Academy of Family Physicians (AAFP) Residency Assistance Program. He also served as a member of the AAFP’s Task Force on Clinical Policies in Patient Care and as a consultant to UniHealth America on Physician Recruitment and Practice Development.
Dr. Payton received his Baccalaureate Degree from Northwestern University in Illinois majoring in Chemistry (with Honors) and his Medical Degree from the University of California - San Francisco School of Medicine. He completed his Family Practice Residency at Highland Hospital at the University of Rochester, New York. Additionally, Dr. Payton has a Master of Business Administration degree from UCLA Anderson Graduate School of Management and is a Fellow in the American Academy of Family Physicians.
